Rep. Payton and Donald F. Kettl, Director, Fels Institute of Government at the University of Pennsylvania. The state and Fels Institute partnered in 2004 to create a new forum for good government by bringing together officials from the legislature as well as the executive branch to discuss providing leadership through results.
